 Please note that. Htaccess does not change the way the server handles the visitor's request. It does not change the content of your web site, therefore, you can never change your "hover result" with .htaccess settings.  
 I think this depends on how the link on your website is generated:  
     
  1.  
     If the link is stored with HTML in the database , Then you have to replace it with the database query. If you are using MySQL, please know and correct your database structure.   
  2.  
     If the links are generated on-load, please make sure that you flush all the cache. The cache may not know that your  WEB_PATH  has changed.
